All true believers in Christ do not need to listen to the Devil. By God's grace, he is already a defeated foe.
Christ's power in the believer is strong enough to enable the child of God to get the victory every time. Of course, the believer is not yet perfect, but with God's help they should be getting greater victories over sin all the time.
The above verse tells us how the believer gets the victory. It is not in his or her power. Rather, when we are submitted to doing the will of God – and doing it – He gets the victory through us. This makes it so much easier.
It is a promise from God. If you will yield to God, you will have power to resist and the devil will flee. Believers need to be aware, though, that he will come back later.
Our victory is not permanent. We need to keep our eyes on Christ. By daily reading of the Word of God, with prayer and church attendance, victory can be yours. These things are mentioned because they are God's will. Any believer who says they are submitted and are not doing them – unless providentially hindered – is not submitted.
If you do fail to get victory and sin, remember that God loves you and He is ready to forgive and restore the relationship. He tells us in I John 1:9: "If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness."
